Betting account verification in Kenya: what a bookmaker may ask and why
A licensed Kenyan bookmaker must check your identity, location and age before it activates your account or takes a deposit (L.N. 112 r.82). Expect to give official identification such as a National ID or passport. Before any payout it must verify you again (r.82(3)), and small prizes go to your registered mobile money wallet.

A licensed bookmaker in Kenya has to know who you are before it takes your money. The Gambling Control (Conduct of Gambling Operations) Regulations, 2026 (L.N. 112) require an identity check, a location check and an age check before your account goes live. A second identity check follows before any win is paid.
These checks only protect you if the operator holds a licence in the first place. Before you upload an ID, check whether the betting site is licensed and whether its company name matches the regulator's list.
What the law says about verification
Section 72(1) of the Gambling Control Act, 2025 lets you play only if you are registered with the licensee and hold an account with it. Section 72(3) requires the operator to obtain proof of age of majority before it registers any player. Eighteen is the age that matters here, and the Conduct Regulations refer to "persons under the age of eighteen years" in r.92(1)(c); the betting age limit in Kenya has its own page.
Regulation 82(1) of L.N. 112 bars a licensee from letting anyone gamble online without a mandatory identity check, location verification and an age assurance check. Under r.82(2) the checks must rely on "reliable, independent and electronically verifiable data sources". They must be done before the account is activated and before any wagering deposit is received.
Regulation 95(2) adds an anti-money laundering layer. It makes it mandatory for a licensee to verify the identity of all punters "in accordance with know your customer requirements" under the Proceeds of Crime and Anti-Money Laundering Act (Cap. 59A). Regulation 83 prohibits anonymous gambling unless the Authority approves it.
The Act itself ties bookmakers to that anti-money laundering law. Section 2 borrows the term "reporting institution" from it, and section 123(1) amends its First Schedule so that it names the Gambling Regulatory Authority.
What a bookmaker can ask you for
The Regulations describe checks, not a fixed list of documents. Regulation 82(4) says verification includes official identification documents and confirmation that you are not a self-excluded person and are legally eligible to gamble under the Act. The table links each usual request to the rule behind it.
| Request | What it confirms | Rule |
|---|---|---|
| Full name, date of birth, National ID or passport number | Identity and age of majority | Act s.72(3); L.N. 112 r.82(1) and (4) |
| Image or copy of the ID document | Official identification document | L.N. 112 r.82(4) |
| Mobile number of your M-Pesa line | The registered mobile money wallet that small prizes are paid to | L.N. 112 Third Schedule, Small-Tier Prizes (b) |
| Location data from your device or connection | Location verification | L.N. 112 r.82(1) |
| Check against the self-exclusion register | That you are not self-excluded | L.N. 112 r.82(4)(a) |
| Proof of age again when you win | Age of majority before the prize is remitted | Act s.70(6) |
A site may ask for more under its own terms. Regulation 93(2) limits that, because it allows a licensee to collect and process data only for purposes directly related to running the gambling operation.
When will you be asked to verify?
The first check comes at sign-up. Under r.82(2) the operator must finish it before your account is activated and before it accepts a deposit for betting.
The second check comes when you win. Section 70(6) of the Act requires proof of age of majority before a prize is remitted, and r.82(3) requires the licensee to verify the identity of any winner before it pays winnings.
The payout check grows with the size of the prize. The Third Schedule to L.N. 112 sets these levels:
| Prize (KES) | Identity check required | Other checks and conditions |
|---|---|---|
| Up to 500,000 | Basic identity verification | Paid automatically to your registered mobile money wallet or betting account |
| 500,001 to 5,000,000 | Government-issued identification and ticket ownership verification | Basic anti-money laundering checks |
| 5,000,001 to 50,000,000 | Full identity verification and ticket authentication | Enhanced anti-money laundering checks; in-person or secure video verification where necessary |
| Above 50,000,000 (jackpot) | Verification before payment | Financial counselling and secure payment arrangements offered |
Every tier is also subject to the schedule's General Provisions, which say no prize is paid without verification of lawful ticket ownership. The deadlines for each tier are explained in how long a bookmaker may take to pay out.
Why your M-Pesa name should match your account
Neither the Act nor L.N. 112 contains a rule worded as a name-match test. The match matters for a practical reason. Small prizes are paid "automatically to the player's registered mobile money wallet" under the Third Schedule, and the operator has to verify the winner first under r.82(3).
An M-Pesa line is itself tied to an identity document. Safaricom's tariff page says registration at agent outlets is available only to customers presenting a Kenyan National ID or a Kenyan Passport. If the wallet on your betting account is registered to someone else, the operator has no way to show that the money is going to the verified player.
Registering with details that are not yours carries a direct risk. Section 72(5) of the Act says that where a licensee learns that a person gave false information during registration, it must refuse to register them. If they are already registered, it must cancel the registration immediately.
What to do if verification stalls
Start with the operator. Section 68(8) of the Act requires an online operator to keep a customer care centre within Kenya, and r.9(2)(c) of L.N. 112 gives that centre the job of resolving complaints before they reach the Authority.
- Ask in writing which check failed and which document is missing. Keep the ticket or chat reference number.
- Compare the spelling of your name on your ID, your betting account and your M-Pesa line. Ask support to correct a difference instead of opening a second account.
- Send clear and complete copies of what was requested, and only through the operator's own app or website.
- If nothing moves, ask in writing for escalation. Regulation 9(2)(e) requires the operator to refer any matter still unresolved after seventy-two hours, or any written request to escalate, to the Authority.
- Contact the Gambling Regulatory Authority. Its website shows a toll-free line, 0800-723-770, and a complaint form.
The full route, including the Tribunal, is set out in how to complain about a betting company in Kenya. If the stalled check is blocking a large win, note that the Large-Tier and jackpot deadlines start only after verification is complete.
What happens to your documents
Regulation 93(1) requires all collection and processing of personal data in gambling operations to comply with the Data Protection Act. Under r.93(3) the data may not be used for marketing without your prior consent.
Winners get extra protection. Regulation 87(2) bars a licensee from disclosing a winner's identity or personal information except with the winner's written consent, as required by law, or under a court order.
What this page does not cover
This page does not describe in detail the secure video step that the Third Schedule allows for large prizes. It also does not say which operators hold a licence. For that, use the regulator's list of licensed bookmakers as reproduced on this site.
Questions
Do I need a National ID to open a betting account in Kenya?
The law asks for official identification documents rather than one named card. Regulation 82(4) of L.N. 112 says verification includes official identification documents, and section 72(3) of the Gambling Control Act, 2025 requires proof of age of majority before registration. A Kenyan National ID or passport meets both needs, and Safaricom registers M-Pesa lines at agents against the same two documents.
Why does a bookmaker verify me again when I withdraw?
Two rules apply at the point of payment. Section 70(6) of the Act requires proof of age of majority before a prize is remitted, and r.82(3) of L.N. 112 requires the licensee to verify the identity of any winner before paying winnings. For prizes above KES 500,000 the Third Schedule adds government identification, ticket ownership checks and anti-money laundering checks.
Can I use someone else's M-Pesa number on my betting account?
It can block your payout. Small prizes are paid to the player's registered mobile money wallet under the Third Schedule to L.N. 112, and the winner must be verified first under r.82(3). A line registered to another person does not belong to the verified player. Section 72(5) of the Act also requires a licensee to cancel a registration made with false information.
How long can a bookmaker take to verify my account?
No fixed number of days is set for the sign-up check. Regulation 82(2) only says it must be finished before the account is activated and before a wagering deposit is accepted. If you complain, r.9(2)(e) requires the operator to refer a matter still unresolved after 72 hours to the Gambling Regulatory Authority, or earlier if you ask in writing.
What may a betting site do with my ID documents?
Regulation 93 of L.N. 112 requires a licensee to follow the Data Protection Act, to collect and process data only for purposes directly related to running the gambling operation, and not to use it for marketing without your prior consent. Send documents only to a site whose company appears on the regulator's list, and only through its own app or website.
